Got an f paper was plagiarized

He plagiarised 40% and when i asked him to fix it he took hours and did not respond till later on. Although he did fix it there was still 12% plagiarism. I did not even get to read the paper because he took hours and i had to submit it because it was due at that moment.

Wish I had of looked closer to the reviews that were provided relating to this writer. First attempt did not reference that it was to be based on Canadian topic and did not refer to the reference documents as request. Second submission was an entirely new topic which was fine but did not use the references as originally, and reminded to use on the second draft. Used this service a few times previously and was satisfied. Very disappointed this time.
