No real effort by the writer, pretty much a cut and paste job and writer had no idea what a programming TOE chart looks like,. I sked the writer to revise the paper and add a diagram and only noticed a few words changed.

Not that bad. Asked him to follow the required steps but he did not few times. Besides following the directions, checking spelling and sentence structure every was good - basically nothing was good. Use your power to do better. I think you know better but did not try hard enough from first few times unfortunately.

I understand that there was a power outrage but he didn't complete the essay as with the instructions and didn't finish the essay within the deadline. even if I messaged him that it was wrong, he would always tell me that its "finalizing" but never upload anything in the time I had to turn in the essay

The least the writer had to do was to put Uppercase letters when starting a sentence plus the design could've been more professional.
